On September 13th, the 2024 International Conference on the Development of Intellectual Property Services, part of the China International Fair for Trade in Services (CIFTIS), was successfully held in Beijing, China. The theme of the conference was "Intellectual Property Services Promoting Technological Innovation." The event was hosted by China Council for International Investment Promotion and Capital Intellectual Property Services Association, with support from International Intellectual Property Protection Expert Committee under Beijing Chamber of International Commerce, and Beijing (Zhongguancun) International Intellectual Property Service Hall. CHEN Shipin, Deputy Director of Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, ZHOU Liquan, Deputy Director and Level-2 Inspector of Beijing Municipal Intellectual Property Office, and Marcos Galvão, Brazilian Ambassador to China, attended the conference and delivered speeches. CUI Haiying, Deputy Director of Intellectual Property Development and Research Center of China National Intellectual Property Administration, ZHU Jialiang, Vice Director of China Council for the Promotion of International Trade Beijing Sub-council and Vice President and Secretary-general of Beijing Chamber of International Commerce, also attended the conference. The conference and the following activities attracted representatives from embassies in China and associations from EU, ASEAN, the UK, Poland, Japan, and other countries and regions, as well as around 1,000 representatives from government departments, domestic and international innovation entities, and intellectual property service organizations, who participated on-site and online.

CHEN Shipin, Deputy Director of Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, noted the steady expansion of China's intellectual property service industry with enhanced service efficiency and improved development environment in recent years. He highlighted the government's deployment of significant policies for intellectual property service industry in the "Special Action Plan for Patent Transformation and Utilization (2023-2025)" by the State Council of China, such as institution and talent cultivation, service matching, and industry cluster area construction, which provides a solid policy foundation for meeting patent transformation and utilization service need and promoting high-quality development of the intellectual property service industry.

ZHOU Liquan, Deputy Director of Beijing Municipal Intellectual Property Office, remarked that Beijing has strengthened its efforts for developing intellectual property industry in recent years. It guided Capital Intellectual Property Services Association to build the Beijing (Zhongguancun) International Intellectual Property Service Hall in the Zhongguancun Intellectual Property Building, which aims to build an international intellectual property public service platform, attract high-quality intellectual property service resources from both domestic and international sources, and conduct public welfare activities, thereby providing convenient and efficient full-chain, one-stop international intellectual property consulting service for innovation entities. He also mentioned that the scale of the intellectual property service industry in Beijing continues to expand, intellectual property openness and cooperation are increasingly evident, and the policies related to the "Two Zones" intellectual property reform and the optimization of the business environment are also being effectively implemented.
Brazilian Ambassador to China, Marcos Galvão, is delivering a speech
Brazilian Ambassador to China, H.E. Marcos Galvão, emphasized that intellectual property safeguards the results of human wisdom, defending not only individual intellectual labor but also contributing to the overall development of the society. The Brazilian government places great importance on the development of intellectual property. Last year, Brazil improved its ranking from 54th to 49th in the global innovation index published by the World Intellectual Property Organization, which is a commendable achievement. However, global intellectual property work faces new challenges from emerging technologies and industries such as artificial intelligence. He hopes that experts from various countries and regions can use this conference as a platform to deeply explore the challenges posed by these cutting-edge technologies and achieve meaningful outcomes.
China National Intellectual Property Administration released "2024 National Intellectual Property Service Industry Statistical Survey Report"
During the conference, RAO Bohua, Director of the Service Industry Development and Supervision Division of the Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, released "2024 National Intellectual Property Service Industry Statistical Survey Report". The report shows that the scale of China's intellectual property service industry continues to grow, the service system is becoming more comprehensive, its ability to support regional economic development is continuously enhancing, and new patterns and business models are emerging, further highlighting its role in supporting innovative development.
Beijing Municipal Intellectual Property Office interpreted "Guidelines for Foreign-Related Services of Beijing Patent Agencies"
ZHOU Liquan, Deputy Director of Beijing Municipal Intellectual Property Office, interpreted "Guidelines for Foreign-Related Services of Beijing Patent Agencies." This guideline consists of four chapters with forty-two articles in total, covering general principles, outward and inward patent services, and supplementary provisions, providing a comprehensive framework for the processes and links involved in the foreign-related services of patent agencies. These guidelines have strong guiding significance for promoting the professionalization, internationalization, high-level and international-level development of intellectual property services.
CIPSA signs MOU with ASEAN Intellectual Property Association and Deutsch-Chinesischer Verein Im Gesundheltswesen e.V.
Capital Intellectual Property Service Association signed Memoranda of Understanding with the ASEAN Intellectual Property Association and Deutsch-Chinesischer Verein Im Gesundheltswesen e.V. separately to jointly build "Technology Innovation Service Workstations," strengthening international cooperation in areas such as exchange visits and talent cultivation. This initiative also aims to strive for complementary advantages and win-win outcomes and create a model for international cooperation in the intellectual property service industry.
During the conference's thematic dialogue on "International Development Trends of Intellectual Property Service Industry", AN Yalei, Division Director of Intellectual Property Utilization Promotion Department of China National Intellectual Property Administration, presented on the topic of "Strengthening Comprehensive Management of the Industry and Promote High-quality Development of the Intellectual Service Industry". He introduced China's efforts to enhance governance in the intellectual property industry and to promote the development of the industry. Benoit Missone, Intellectual Property Official from European Union Intellectual Property Office and European Union’s Delegation to China, shared insights on the current status and future of EU-China intellectual property cooperation. Samuel Timothy Stone, Intellectual Property Attaché from the UK Embassy in China, introduced the intellectual property services available to SMEs in the UK. Pham Nghiem Xuan Bac, President of ASEAN Intellectual Property Association, discussed the intellectual property cooperation mechanism under the Regional Comprehensive Economic Partnership (RCEP). Additionally, the Beijing Arbitration Commission released "2024 Annual Overview on Intellectual Property Dispute Resolution in China".
